Middle East Confederation

The war in Iraq has brought to the forefront the idea of federal government as the best method of satisfying the aspirations of various ethnic groups in the country. In fact, federalism can be the best solution for the whole region.

30 years ago, I held at St. Anthony's College, Oxford, with the help of the Minorities Rights Group a symposium on federalism in the Middle East. The paper I read at that symposium is reproduced as it was published in the Chronicle, July 1983.
